SUMMARY:
Manages day-to-day operations of the Poplar Bluff Regional Business Airport, including the general supervision of other airport personnel. Promotes the airport within the community. This is a working supervisor position, and the applicant is expected to work line shifts and perform duties of routine maintenance and line service to aircraft. Responsible for emergency phone calls on a 24-hour basis and accountable to all federal and state agencies.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
- Plans, directs reviews and oversees the airport maintenance, security, financial, administration, marketing and public relations, property leasing and usage and personnel.
- Ensures compliance with federal and state regulations and operating standards.
- Oversees record-keeping and preparation of accounting reports and financial statements within the City’s accounting system.
- Oversees day to day arrival and departures of aircraft activity and ensures a safe and well-maintained fueling facility and airport grounds.
- Conducts cost benefits, statistical or other analysis, recommends funding programs or improvements, along with staffing requirements to changes.
- Oversees development and implementation of special events.
- Serves as the airport security coordinator and is the immediate contact for security related activities and communications with the Department of Transportation, law enforcement and the FAA.
- Addresses employee performance concerns in compliance with policies and procedures.
- Cooperates and coordinates with the City Human Resources Director to comply with rules and regulations related to recruitment, hiring and promotional processes.
- Develops and manages the annual budget and serves as the subject matter expert for request and proper usage of City funding.
KNOWLEDGE, SKILLS, ABILITIES REQUIRED:
- Understanding of business and public administration, principles and practices.
- Ability to establish and maintain effective working relationships with pilots, plane owners, government officials, city staff and others who frequent the airport.
- Possess and maintain a valid driver’s license.
- Possess computer skills for emails and communications and generating reports.
- Successful completion of background investigation, physical exam and drug test a condition of employment.
- Ability to climb small ladders, lift objects, bend, stoop, kneel, reach push and pull.
PREFERRED QUALIFICATIONS:
- Knowledge of principles and practices of airport management. Familiar with FAA regulations and standards for building and grounds maintenance.
- At least one year experience at an airport, which provides aircraft line services, mobile fueling equipment and grounds maintenance equipment.
- Possess a certification in aircraft refueling.
- Has experiences working with Missouri Department of Transportation, FAA and/or a consulting engineering firm in airport related projects.
- Experience working with or knowledge of an Airport Layout Plan and an Airport Capital Improvement plan.
