TITLE: Human Resources Director
DEPARTMENT: Human Resources
REPORTS TO: City Manager
EMPLOYMENT STATUS: Regular full-time, Exempt

SUMMARY: Responsible for the overall administration, coordination, and evaluation of the Human Resources Department for the City of Poplar Bluff.

ESSENTIAL DUTIES AND RESPONSIBILITIES: o Annual review and recommendations to the City Manager for improvement of the City’s policies, procedures, and practices on personnel matters. o Maintain responsibility for compliance with federal and state legislation pertaining to all personnel matters. o Communicate changes in the City’s personnel policies and procedures and ensure proper compliance is followed. o Assist in the annual review, preparation, and administration of the City wage and salary program. o Consult with legal counsel as appropriate on personnel matters. o Work directly with department heads to assist them in carrying out their responsibilities regarding personnel matters. o Recommend, evaluate, and participate in staff development for the City. o Coordinate the staff recruitment process including administering new hire orientation for the City. o Be involved in all interviews for new hires and promotions for the City. o Administer the Family Medical Leave Act process. o Participate in Union Contract negotiations. o Develop and administer training programs for the City staff regarding management and safety techniques. As well as training for specific needs as requested by department heads. o Provide basic counseling to staff who have personnel related obstacles. o Collaborate with department heads to create effective performance reviews which are designed to measure individual performance and to identify opportunities for improvement and challenges. o Ensure all job descriptions are kept up to date and create new job descriptions when necessary. o Perform benefit administration of the City’s health insurance, LAGERS, and pension plan. o Work closely with insurance carriers and consultants to coordinate plan renewal and open enrollment. o Coordinate yearly health fair for City staff and families. o Maintain required paperwork regarding the Affordable Care Act for the City. Ensure compliance with fees and meet deadlines of required submittals. o Prepare and follow the budget for the Human Resources Department. o Participate in continuing education related to human resources. o Other duties as assigned.
KNOWLEDGE, SKILLS, ABILITIES REQUIRED: o Knowledge of principles, practices, and techniques of human resources administration, organization, and operation. o Fully proficient knowledge of state and federal employment law. o Excellent interpersonal, communication, facilitation, and conflict mediation skills. o Ability to effectively plan, implement, and manage assigned programs and functions. o Ability to manage and motivate department staff. o Ability to work independently with little direction, good organizational skills, and multitask. o Ability to communicate effectively, both orally and in writing.
QUALIFICATIONS, EXPERIENCE, AND/OR TRAINING REQUIRED: o Bachelor’s degree in public administration, organizational or business management, human resources, or related field; AND o Five (5) years full-time progressive responsible experience in human resource management; OR o An equivalent combination of education and experience that qualifies the individual to have the skills to complete the required job duties.
